The operator behind the Irish National Lottery, Premier Lotteries Ireland (PLI), is now grappling with a hefty $160,900 fine. The country’s lottery watchdog slapped this fine after detecting that PLI sidestepped its licensing parameters.
This stern action originated from a thorough scrutiny of PLI’s dealings. Delving into its operations, the regulatory authority found lapses in PLI’s self-exclusion policies tracing back to 2021. Intriguingly, the present guidelines don’t bind PLI to follow self-exclusion measures.
Yet, in a bid to curtail rising concerns of compulsive gambling, PLI had willingly set up self-exclusion tools in 2019. A GDPR directive in 2021 led them to erase 126 accounts that had opted for permanent self-exclusion.
The watchdog’s dive revealed alarming figures: of the 126 erased accounts, 16 account holders managed to register anew. Alarmingly, ten of these individuals resumed gambling, shelling out nearly €3,300 ($3,073) on tickets. Additionally, four players were on the receiving end of PLI’s promotional content. Following the penalty, the confiscated funds will be rerouted by the exchequer for various charitable purposes.
Regulatory Vigilance in Upholding Consumer Rights The Irish lottery regulator’s chief, Carol Boate, articulated the agency’s unwavering commitment to championing player interests and closely monitoring the National Lottery operator’s adherence to regulations. A disclosure by The Irish Sun showcased her comments on the crucial identity and age validation processes tailored for all online National Lottery players.
With an aim to weed out underage participants and curb problematic gambling, Boate emphasized on the reinforced steps. She remarked, “The effect of the finding of a breach by the Operator in respect of self-excluded players has been to further tighten controls that detect and prevent such players from opening another account.”
She firmly believes that such decisive steps have considerably “deterred and prevented underage and problem gamers from accessing National Lottery games online, including those who self-exclude.“
