The Hellenic Gaming Commission (EEEP) has begun an intensive consultation process aimed at changing Greece’s casino scene. The prospective implementation of a self-exclusion register, among other disruptive measures, is among the suggested revisions, signifying a significant step toward enhancing player safety and regulatory efficiency.
Greece’s robust gaming industry has been asked to provide its experiences and perspectives on the EEEP’s radical developments. This comment period is due to finish on September 15th, after which the proposed changes will be implemented pending permission from Greece’s Ministry of National Economy and Finance.
The EEEP, in a statement on its official website, emphasizes that the draft legislation is aimed at “administering the control and functioning of casino enterprises.” This interactive consultation process is designed to ensure the comprehensive representation of all vested interests, forming a unified vision for the future.
Central to the proposed reforms is the substantive revision of Greece’s existing player protection framework. A prominent innovation under consideration is the establishment of a self-exclusion registry, managed by the EEEP. This repository would capture essential data about self-excluded players, including the duration of their ban and the licensed establishment overseeing the exclusion.
Should this proposal come to fruition, players would be afforded the flexibility to determine the duration of their self-exclusion period, ranging from one week to a maximum of 10 months. Reversing a self-exclusion would necessitate the elapse of the chosen timeframe, followed by a formal request from the self-excluded individual.
The draft legislation also envisions the potential introduction of individual player cards, intricately linking a player’s casino participation to their online account. Moreover, licensees would be entrusted with the responsibility of training their personnel extensively in conformity with Greece’s evolving gambling regulations. Specialized educational programs would be an integral facet of this training, while the appointment of a dedicated training manager further reinforces this commitment.
The proposed legal amendments also advocate for the establishment of dedicated studio spaces within licensed casinos. These spaces would house live dealer games, necessitating the installation of specialized equipment. Additionally, the EEEP’s vision encompasses optimizing operational facets, mandating the creation of a financial security reserve and enhancing the transparency of opening hours.
The trajectory of Greece’s gambling landscape has been influenced by successive regulatory milestones. Notably, the enactment of the original Gambling Act in 2011 heralded a new era of regulation. Subsequent to this, the issuance of 24 transitional licenses in 2012 marked a pivotal phase of transition.
The evolution continued in early 2020, with the submission of draft gaming regulations to the European Commission by the Greek Ministry of Finance. These drafts, endorsed by the Greek parliament in October 2019, laid the foundation for a revamped regulatory framework.
