The Philippine Amusement and Gaming Corporation (Pagcor) has recently created a new regulatory framework to tackle unlawful offshore gaming activities within the Philippines. This strategic initiative, which went into effect last month, represents a significant step forward in the coordinated efforts of numerous government authorities to reduce illegal offshore operations within the country.
The implementation of a probationary term for all existing licensees and service providers is one of the primary features of this new regulatory framework. These entities are obliged to reapply for Pagcor approval under this clause. The statutory re-application date is set for September 17 this year, creating a feeling of urgency among offshore gambling firms.
This stringent approach is aimed at ensuring that only law-abiding and compliant operators continue to function within the offshore gaming sector. Any operators or providers found to have engaged in illegal activities previously will be barred from obtaining a new license.
Jessa Fernandez, the Assistant Vice President for Offshore Gaming Licensing at Pagcor, emphasized, “All service providers currently accepting bets are mandated to undergo the licensing process anew.” Fernandez also underlined the importance of scrutinizing the beneficial owners of these entities, holding them accountable in cases of any illicit involvements.
Entities seeking clearance under this new framework will be subjected to a rigorous examination procedure, with an emphasis on legal and regulatory compliance. Any service providers discovered operating outside the limits of their authorized license or accreditation will be automatically barred from getting a license under the revised framework. Furthermore, operators and service providers that do not renew within the specified time frame will have their licenses cancelled.

Pagcor has specialized offices inside authorized hubs, working closely with government entities and law enforcement agencies. Pagcor is taking creative steps in the business while expanding its fight against illegal gaming. The regulator has announced intentions to build its own online casino platform, Casinofilipino.com, in the first quarter of 2024.
