The Pennsylvania Gaming Control Board (PGCB) has fined Valley Forge Casino Resort $30,000 after a 13-year-old gained access to the casino floor and gambled on slot machines for more than six hours in November 2024.

The fine came through a consent agreement with the PGCB’s Office of Enforcement Counsel. Investigators found the casino failed to identify the minor before they began gambling. The incident drew attention not only for its length but also for the lack of checks in place.
The Board stressed that protecting minors is one of the most important aspects of casino regulation. The PGCB stated:
“Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children.”
Alongside the Valley Forge fine, the PGCB expanded its various exclusion lists by 12 more individuals. These people are now prohibited from gambling in any retail Pennsylvania casino, on a state-regulated betting site, or at a video gaming terminal (VGT).
The total number of offenders on the Involuntary Exclusion Lists now stands at 1,422. Many of the latest cases involved patrons who left children unattended while they gambled at slot machines or sportsbooks, including Presque Isle Downs & Casino.
The Board also placed two other individuals on its Involuntary Interactive Gaming Exclusion List for fraudulent behavior tied to online gambling accounts.
