Mississippi Senate Passes Bill to Ban Sweepstakes Gaming, Moves to House

Mississippi lawmakers took a major step toward banning online sweepstakes gaming. The state Senate passed SB 2510 with an overwhelming 44-1 vote. The bill now heads to the House of Representatives, where further debate is expected.

Sen. Joey Fillingane introduced the bill last month, aiming to expand existing gaming laws that already prohibit brick-and-mortar sweepstakes cafes. The proposed legislation would criminalize online sweepstakes-style casino games, elevating violations from misdemeanors to felonies.

If passed, offenders could face a $100,000 fine, up to 10 years in prison, or both. Courts would also have the authority to seize rights and privileges connected to illegal gaming operations. If signed into law, the bill would take effect on July 1.

States Crack Down on Sweepstakes Gaming

Mississippi is not alone in targeting sweepstakes gaming, which allows users to play casino-style games with virtual currency that can be purchased and redeemed for cash or prizes. Critics argue this model operates as unregulated gambling.

Connecticut and Maryland legislators have introduced bills seeking to ban these games, while New Jersey and New York are considering regulatory measures. The American Gaming Association and the Indian Gaming Association have urged state regulators and attorneys general to crack down on companies offering sweepstakes gaming.

Unlike licensed sportsbooks such as FanDuel and DraftKings, sweepstakes gaming operators do not face the same tax and regulatory requirements. This lack of oversight has fueled calls for stricter enforcement.

Gaming remains a hot topic in Mississippi’s legislative session. In addition to banning sweepstakes gaming, lawmakers are working to legalize statewide online sports betting.

Mississippi has allowed retail sportsbooks since 2018, but mobile betting is restricted to in-person casinos. Last week, the state House passed HB 1302, which would allow online sportsbooks and racebooks to partner with physical casinos. A similar bill stalled in the Senate last year, but lawmakers hope to push HB 1302 forward in 2025.
