Pennsylvania Moves Toward Joining Multi-State Poker Agreement

In an effort to increase player liquidity, the Pennsylvania Gaming Control Board (PGCB) has started talks to become a member of the Multi-State Internet Gaming Agreement (MSIGA), which enables online poker sites to pool players from other states. Governor Josh Shapiro officially requested that the PGCB start negotiations to join this interstate compact, and this is what happened as a result.

Governor Shapiro Pushes for MSIGA Participation

On October 10, Governor Shapiro sent a letter to the PGCB, advocating for Pennsylvania to join the MSIGA. He stated, “I respectfully request the Pennsylvania Gaming Control Board, through its statutory authority pursuant to section 1207 Title 4 of the Pennsylvania Consolidated Statutes, begin the process of negotiating the Commonwealth’s entrance into the Multi-State Internet Gaming Agreement.” Pennsylvania is currently the only state with legal online poker that has not joined the agreement.

Governor Shapiro emphasized that joining the MSIGA would enhance Pennsylvania’s standing in the gambling sector. He added, “Pennsylvania should capitalize on our status as a leader in legalized gambling, and join this compact, which would bring in additional revenue for the Commonwealth and allow players more gaming options.”

Broad Legislative Support for Online Poker Expansion

Earlier this year, Rep. George Dunbar introduced HB 2078, a bill proposing that the PGCB apply for MSIGA membership. The bill, which has garnered bipartisan support, is currently under review by the House’s Committee on Gaming Oversight. With backing from both Democrats and Republicans, there is optimism that the bill could pass, but time is limited. Lawmakers need to act swiftly to finalize the agreement before the current legislative session ends.

If Pennsylvania joins MSIGA, it would align with other member states like Michigan, Delaware, Nevada, New Jersey, and West Virginia, potentially boosting revenue and providing more online poker opportunities for players.
