Developers planning two potential casinos in east Biloxi are consulting with the Mississippi Gaming Commission. The Tullis Gardens Hotel and Biloxi Capital’s Tivoli project are two different projects, despite being located just a few blocks apart.
Site Approvals in Progress
Tullis Gardens, situated near Harrah’s Gulf Coast, and Biloxi Capital’s project, located close to the Biloxi Yacht Club, are currently awaiting site approvals. Jay McDaniel, Executive Director of the Mississippi Gaming Commission, confirmed, “They’re two different casinos,” emphasizing the distinct nature of each development. Tullis Gardens’ approval is set to be reviewed by the commission this Thursday in Jackson, while Biloxi Capital’s proposal will be considered after its legal notice period ends.
These approvals are critical first steps, but developers must later submit financial plans to demonstrate their ability to complete the projects before construction can start.
Tullis Gardens and Tivoli Casino Details
Initially proposed as a resort, Tullis Gardens evolved into a casino project after a feasibility study indicated profitability concerns. Developers added 100 more hotel rooms, bringing the total to 300, meeting Mississippi’s minimum requirements. Led by Israel “Izzy” Schwartz and his attorney Luke Lenzi, this project will feature a 53,280-square-foot casino floor with 909 slot machines, 35 table games, and a sportsbook. Additionally, it will include a replica of the historic Tullis Manor, which was destroyed by Hurricane Katrina.
Situated near the Ohr-O’Keefe Museum of Art, the 32-acre site of Biloxi Capital’s Tivoli project was initially set aside for construction in 2007. Currently, the plans include for a 1,300-room hotel, a 100,000 square foot casino, 2,000 slot machines, 75 table games, and a sportsbook.
With eight casinos currently, Biloxi is still growing. RW Development’s site has also recently been cleared, and strict timeline adherence is guaranteed. Former ideas, such as the KISS-themed Rock & Brews casino that was shelved because to the pandemic, are being converted into entertainment venues such as Hammered Harry’s.
