An regulatory authority for Clark, Philippines, has imposed tough measures against operators seeking international consumers in an effort to crack down on illegal offshore gambling activity. The decision comes as the Philippine Amusement and gambling Corp (Pagcor), the country’s casino regulator, ramps up attempts to crack down on both unlicensed and licensed players in the offshore gambling sector.
Clark Development Corp. President and CEO Agnes Devanadera announced that the monitoring body will no longer process or approve the operation of any incoming operators engaging in gaming for offshore consumers. This ruling applies even if such operators have a Pagcor license. The measure is intended to curb illegal offshore gambling activities, which have recently come under suspicion.
A newly formed Clark Security Advisory Council, which included Pagcor, met to discuss the issue of illegal offshore gaming within the Clark Freeport Zone in Pampanga. The council intends to impose harsher penalties on licensed offshore gambling companies and approved service providers who violate restrictions. Penalties, including license or accreditation termination, will be levied on those who allow third-party businesses to use their licenses or accreditation.
The Clark Development Corp board of directors has agreed to freeze the processing of new lease or sublease applications for offshore casino companies. This ruling strengthens the assault on illegal offshore gaming within the Clark Freeport Zone.
Pagcor has launched legal action against several offshore gaming operators. The operator’s failure to maintain the proper and orderly conduct of offshore gaming resulted in the cancellation of “Sun Valley Clark”‘s accreditation as an offshore gaming center. Pagcor withdrew the accreditation of CGC Technologies, an offshore gaming service provider, following claims of credit card fraud, major illegal detention, and human trafficking. Furthermore, the contract of a third-party auditor in charge of auditing Philippine Offshore Gaming Operators (POGOs) was terminated due to noncompliance and illicit conduct.
