L & L Europe Limited will pay $1.20 million (£900,000) in a regulatory settlement after the UK Gambling Commission found unfair withdrawal restrictions and failures in anti-money laundering controls and social responsibility.
Good To Know
Customers could not submit another withdrawal until L & L Europe authorised their existing request. The Gambling Commission found that condition unfair under the Consumer Rights Act 2015.
The operator also asked some customers for additional information during routine withdrawal reviews. Commission rules prohibit making withdrawals conditional on information that operators could reasonably have collected earlier.
Sue Young, Executive Director of operations at the Commission, said operators must allow prompt withdrawals without unfair restrictions or avoidable delays.
She said:
“That is essential to consumer trust.
“There may be occasions where a gambling business can ask consumers for information at withdrawal to fulfil legal obligations, but this was not the case here.”
Meanwhile, investigators found that money laundering and terrorist financing checks relied largely on financial thresholds and sampling rather than individual customer risks.
L & L Europe also failed to follow its own due diligence procedures for newly opened bank accounts and verifying income sources. Beyond inconsistent safer gambling alerts, it lacked a process to evaluate its overall customer interaction approach.
