Pagcor Caps Land Based Slot Incentives At 1.50%

The Philippine Amusement and Gaming Corp (Pagcor) has capped combined slot machine incentives at 1.50% of turnover for licensed land-based casinos, including a maximum 1.40% cash rebate.

Good To Know

  • Cash rebates and noncash commissions must fit within the combined ceiling.
  • Incentive commissions cannot exceed 0.20% or convert into cash.
  • The rules take effect upon publication on the Pagcor website.

Combined Ceiling Limits Casino Rebates

Casinos cannot add the maximum cash rebate and commission together to offer 1.60%. At the full 1.40% cash rebate, only 0.10% remains available for incentive commission.

The October 13 memo from the Gaming Licensing and Development Department follows board approval on October 8. It also reiterates existing table game limits.

Non-junket VIP and high roller players have a combined ceiling of 1.35% of net turnover, including cash rebates of up to 1.25%. Junket players have a 1.50% ceiling, including up to 1.40% in cash rebates. Both categories allow noncash commissions within the remaining allowance, subject to the separate 0.20% cap.

Separate online rules announced in May permit cash rebates of up to 1.50% of turnover or deposits for specified products, including digital slots, electronic bingo, numeric games and sports betting.
