Virginia Lawmakers Prepare for New iGaming Debate in 2027

Virginia lawmakers are already looking beyond the failed 2026 online casino effort, with state Sen. Jeremy McPike pointing to regulation and consumer protection as central issues for any Virginia iGaming bill in 2027.

Gaming Regulation Could Shape Virginia Online Casino Debate

McPike said lawmakers continue to examine whether regulated Virginia online casinos could bring offshore gambling activity into a licensed system with consumer safeguards, tax collection and problem gambling support.

“I think there’s a pragmatic sense, whether you participate in sports betting or, for instance, iGaming, or are interested in that venue, of how you provide sort of a consumer protection framework, a regulatory framework that makes sense and certainly the revenue aspects,” McPike said during an iDevelopment and Economic Association panel on September 18.

The regulatory question now runs alongside the iGaming debate. Virginia has added legal sports betting, casinos and historical horse racing over recent years, while different bodies handle parts of the gambling sector.

A separate proposal, HB271, would create the Virginia Gaming Commission and give it oversight of legal gambling apart from the state lottery. The House passed the measure before the Senate continued it into the 2027 session.

That discussion could affect how lawmakers approach another Virginia online casino legalization bill. A state study published in 2026 also examined consolidating gaming oversight and increasing funding for problem gambling programs.

2026 Online Casino Bills Fell Short

Virginia came close to legalizing iGaming earlier in 2026. HB161 and SB118 advanced through both chambers, but disagreements between House and Senate versions led to conference negotiations that failed to produce a final law.

The proposals tied online casino access to eligible retail casino operators and allowed operators to run as many as three internet gaming platforms. Lawmakers also debated job protection, responsible gambling rules and the effect online casinos could have on land based casino revenue.
