Dabble Pays AU$1.07 Million Penalty Over BetStop Failures

Dabble Sports has paid AU$1,069,200 in penalties after Australian regulators found repeated failures involving BetStop, the national gambling self exclusion register.

The Australian Communications and Media Authority found that Dabble failed to close 157 wagering accounts after customers registered with BetStop. The operator also sent gambling messages to people who had already chosen to self exclude.

Dabble BetStop Failures Covered Accounts And Marketing

ACMA found that 165 self excluded people received 839 electronic messages, including emails, SMS and app push notifications.

A separate breach involved more than 2,000 push notifications sent to 45 customers without the mandatory BetStop information. Australian rules require wagering providers to promote the national register in regulated communications.

Account closure controls also failed. BetStop rules require wagering companies to close accounts as soon as practicable after a person registers. ACMA has previously reminded operators that the obligation also covers inactive accounts.

ACMA member Carolyn Lidgerwood said:

“These were serious breaches by Dabble. Wagering providers must have robust systems in place to protect people who have chosen to self-exclude.”

She added:

“BetStop is an important consumer protection measure, but it only works if wagering companies follow the rules.”

Dabble has now entered a two year court enforceable undertaking. The agreement requires an independent review of compliance systems and investment in changes recommended by that review. ACMA can take the operator to court if Dabble breaches the undertaking.

The case follows other BetStop enforcement action. Unibet paid AU$1.01 million in 2025 after ACMA found failures involving 954 self excluded customer accounts, including 45 accounts that remained open for at least 190 days.

BetStop enforcement will become tougher from January 1, 2027. ACMA said new legislation will substantially increase available penalties for operators that fail to meet national self exclusion requirements.
