Denmark Opens Land Based Casino Licence Window

Denmark has reopened applications for land-based casino licences as online gambling takes a growing share of the national market. New operators and current licence holders have until November 3, 2026, to apply.

Applicants Face Financial And Local Reviews

Spillemyndigheden will assess company finances, liquidity, casino experience, ownership and senior management before granting any licence.

Location and intended customer groups will also form part of the review. The regulator can consult the relevant municipality, local police chief, Ministry of Taxation and Ministry of Business and Industry. The Danish Maritime Authority may join the process where necessary.

The application round follows legal changes under Consolidated Act No 1182 of September 22, 2025, which allow land-based casino permits to run for as long as ten years.

Denmark currently has casino venues in Copenhagen S, Copenhagen V, Helsingør, Odense, Vejle, Aarhus and Aalborg. The regulator had listed 1,970 gambling permits across all categories during 2025.

Online Casino Revenue Widens The Gap

Physical casinos generated DKK378 million in gross gaming revenue during 2025, down 5.6% from the prior year. The segment accounted for only 3% of the Danish gambling market and has lost 35% of its inflation-adjusted revenue since 2012.

Online casinos produced DKK4.31 billion during the same year, equal to 38% of the market. Revenue rose 12.1% from 2024 and 139% from 2012, showing how strongly Danish play has shifted toward digital products.

Land-based bingo generated DKK30 million during its first year in the liberalised market, leaving it below 1% of total gambling revenue. Denmark recorded overall gross gaming revenue of DKK11.5 billion in 2025.
