Germany Allows Higher Online Slot Stakes, €5 In Play

Germany has revised its online slot rules as regulators try to make licensed casinos more competitive with unlicensed sites. Approved operators can now offer stakes above the standard €1 ($1.15) limit.

Higher Stakes Come With Player Checks

The Joint Gambling Authority of the Federal States can approve limits of €3 or €5 per spin from July. The €1 cap remains the default under the State Treaty on Gambling.

Operators must review player activity before granting higher stakes. Continued monitoring is also required after approval. Warning signs can lead to direct contact, lower limits or account suspension.

The GGL said the amendment reflects market conditions while maintaining player protection and addiction prevention standards. Representatives from all 16 federal states approved the change.

Industry groups view the decision as an admission that strict product limits have driven players toward unlicensed online casinos.

“It’s clear that the states wouldn’t have made this change if they hadn’t seen the issue with channelisation and with the limited products we have been offering,” Simon Priglinger-Simader of Entain Group and the German Online Casino Association told us.

He added: “The federal states are demonstrating their willingness to regularly review the practical impact of existing regulations and to make adjustments where necessary to achieve the objectives of the Interstate Treaty on Gambling. We hope that this decision will encourage more players to return to the regulated market.”

Germany will complete its first review of the 2021 Interstate Treaty by year-end. Officials will assess whether current rules have reduced problem gambling and directed enough users toward licensed betting and casino sites.

The German Online Casino Association estimates legal online channelisation sits in the mid-double digits.

“What has changed is a growing awareness that the current framework is not fully achieving one of its central objectives: creating a sufficiently attractive legal market,” said Luka Andric of the German Sports Betting Association. “Rules that have proven ineffective – particularly in terms of channelisation – need to be revised or removed.”
