EGBA Members Generate €18 Billion in Online Gambling Revenue

European Gaming and Betting Association members generated €18 billion ($20.6 billion) in online gross gaming revenue during 2025. The total represented about 30% of European online GGR.

Betting Growth Drives EGBA Results

Customers placed €275.3 billion in stakes with EGBA members, up 28%, while winnings rose 27% to €257.3 billion. Active accounts increased 13% to 43.8 million.

Sports betting recorded the fastest product growth, although online casino remained slightly larger. Casino produced €8.6 billion and 48% of member GGR, while betting generated €8.2 billion and 46%.

Pre-match wagers supplied 63% of sports betting GGR. In-play betting covered the remaining 37%. Poker and other products, including bingo, esports, virtual betting and event betting, each held a 3% share.

Member growth also reached the regulatory side. The licence count increased 25% from 321 in 2024 to 401 in 2025. EGBA said both new members and organic customer growth contributed to the higher figures.

Current members include Bet365, Entain, Betsson Group, Evoke, FDJ United, Flutter, LeoVegas, Super Technologies and Tipico.

Return to player fell for a fourth consecutive year, dropping from 93.7% to 93.4%. As a result, the combined operator margin rose from 6.3% to 6.6%.

Operators sometimes lower RTP to offset gambling taxes, stake limits and other costs. However, critics argue that weaker player value can reduce long-term retention.

EGBA also extended its safer gambling work during 2025. A Responsible Influencer Marketing Pledge created with the European Advertising Standards Alliance introduced stronger age controls, paid promotion disclosures and independent monitoring.

European Safer Gambling Week attracted 221 partners across 24 countries, up 14% from 2024. The campaign also placed safer gambling messages in televised football coverage for the first time and launched a website with national helplines and self-exclusion information.
