Spillemyndigheden and the Danish Tax Authority anti-fraud unit reviewed 695 platforms after using public tips, data analysis and direct online searches.

Courts later confirmed that 334 websites offered gambling without a Danish licence. However, the regulator said stronger monitoring caused the higher blocking total, rather than clear growth in illegal gambling.

Traffic data showed mixed results. Visits to 178 domains blocked in June 2025 fell by about 34% over the following six months. Some sites recorded little or no decline.

Spillemyndigheden has now updated its agreement with Danish internet provider association Teleindustrien. Internet providers can block mirror and clone domains without waiting for a separate court order every time.

New rules under Spilpakke 1 also allow the regulator to target affiliate and referral websites that send Danish players to offshore gambling operators. Parliament approved the package in October 2025.

The law adds a whistle-to-whistle gambling advertising ban around live sports. Ads cannot run from 10 minutes before an event until 10 minutes after it ends.

Illegal operators have increasingly used iOS and Android apps, streaming services and social platforms. Spillemyndigheden introduced formal reporting channels with Apple and Google, while licensed operators can report brand misuse directly to Meta.

Mobile Casino Play Leads Danish Market

Online gambling generated 73% of total Danish gambling GGR in 2025, compared with 70% in 2024 and 33% in 2012.

Online casino revenue rose 12.1% to DKK4.31 billion, an increase of DKK465 million. The segment has grown 139% since 2012 and has now overtaken lotteries.

Mobile devices produced 73% of combined online casino and betting revenue. Mobile play accounted for only 27% in 2012.

Land-based casinos went in the opposite direction. Revenue fell 5.6% to DKK378 million, equal to 3% of the total market. Liberalised land-based bingo generated DKK30 million during its first reported year.

Spillemyndigheden also joined 25 investigations into illegal gambling machines and betting terminals.
