Cambodia casino operators face a clearer warning from regulators: stronger oversight is coming, and licence risk now sits directly beside fraud prevention.

Cambodia Commercial Gambling Management Commission, or CGMC, has reviewed new steps to tighten casino oversight, according to local media cited by GGRAsia. The meeting was led by CGMC secretary general Yeth Vinel and covered inspection standards, casino governance, and management of licensed gaming workers.
The staff issue matters because Cambodia gambling law treats certain casino workers differently. Dealers and pit supervisors are among the “special employees” who must hold CGMC approval. Legal guidance from Rajah & Tann Asia says approved games must be run by CGMC licensed special employees, and casino equipment and software must also meet regulator rules.
The latest review lands during a wider clean up of Cambodia casino activity. CGMC chairman Aun Pornmoniroth, who also serves as deputy prime minister and minister of economy and finance, recently told government departments to carry out broad casino checks and verify licensing status. He also warned that casinos tied to online fraud or other illegal activity could lose their licences.
That threat is not theoretical. Cambodian authorities revoked the licence of Roxy Casino in Bavet City in June after an inspection linked the property to online fraud activity. Earlier, authorities also revoked a casino licence in Svay Rieng province after an investigation found an online scam operation and 107 foreign nationals were detained.
For licensed operators, the message is simple enough: paperwork, staff licensing, game controls, and premises activity all need to match Cambodia rules. CGMC now appears focused on making casino regulation less about licences on file and more about what actually happens inside the properties.
