Ontario regulators have fined two registered iGaming suppliers after their casino games appeared on unregulated gaming sites available to players in the province.

The Alcohol and Gaming Commission of Ontario has issued $40,000 penalties to Relax Gaming Limited and Arrise Solutions Limited after finding that their products reached unregulated online gaming sites serving Ontario players.
Both companies are registered with the AGCO as game suppliers. That status allows them to create and provide slot and casino-style products for the regulated Ontario iGaming market. However, the regulator said their games were also made available through sites that operate outside the local framework.
AGCO CEO and registrar Dr. Karin Schnarr said:
“Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable,”
She added:
“Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution,”
The regulator said Relax Gaming and Arrise both cooperated with the investigation. Each company also restricted access to its games on the unregulated sites after the issue came up.
Ontario has taken a tougher line on unregulated gaming activity over the past year. The latest action shows that suppliers, not only operators, can face penalties when regulated content reaches unauthorized platforms.
Dr. Schnarr said:
“When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm,”
For Ontario iGaming, the case keeps the focus on supplier controls, product distribution, and how registered companies monitor where their games appear online.
