Bally’s also continues work on a separate $2 billion hotel casino project in the Chicago area. That development remains under construction and runs parallel to the Las Vegas effort.

Early construction scope

Initial work on the Las Vegas site will focus on infrastructure and shared facilities. The 35-acre parcel sits at the southeast corner of Las Vegas Boulevard and Tropicana Avenue. Planned early components include a parking garage, a central utility plant, a shared accessway, a 2,500-seat theater, and a podium structure on the northwest side of the property.

Bally’s filed its first permits in mid-December. Applications covered a central utility plant on Dec. 17 and a southeast parking garage and ramp on Dec. 22. Both facilities will support operations for Bally’s and the Athletics development. The utility plant carries an estimated value of $175 million, while the parking structure is valued at $150 million. Bally’s expects approval for the shared utility plant permit later this week.

Phased build plan

Planning documents from last year showed that Bally’s intended to deliver the project in stages, with the first hotel tower placed in a later phase. Renderings released by the company show the mixed-use complex positioned alongside the Athletics stadium as the central anchor.

Bally’s Chair Soo Kim previously described the project as a “once-in-a-generation opportunity to redefine the heart of the Strip.”

The updated filing indicates that the hotel tower will come near the end of construction. County records do not expect the hotel tower permit to be filed until May 2028.

Permit schedule and costs

The Clark County filing outlines a multi-year permitting schedule.

During 2026, Bally’s plans to submit permits for a shared accessway valued at $10 million, theater foundations and podium superstructure at $30 million, theater superstructure and utilities at $70 million, northwest podium foundations at $25 million, and northwest podium superstructure and shell work at $35 million.

In 2027, permit filings include northwest podium build-out at $65 million, southwest podium foundations at $20 million, and hotel tower foundations at $25 million.

In 2028, planned permits cover southwest podium superstructure at $20 million, southwest podium build-out at $10 million, and the hotel tower superstructure and build-out at $550 million.
