The new law, which takes effect on January 1, 2026, closes the door on so-called \u201cdual currency\u201d gaming operations that have long existed in a gray legal area.<\/p>\n<hr>\n<p><em><strong>Good to Know<\/strong><\/em><\/p>\n<ul>\n<li><em><strong>AB 831 bans <a href=\"https:\/\/igaming.org\/casino-news\/why-sweepstakes-style-games-are-gaining-popularity-online\/\">sweepstakes<\/a> and contest-style gambling starting January 1, 2026.<\/strong><\/em><\/li>\n<li><em><strong>Violators can face up to a $25,000 fine or one year in county jail.<\/strong><\/em><\/li>\n<li><em><strong>The law also targets facilitators like payment processors, content suppliers, and affiliates.<\/strong><\/em><\/li>\n<\/ul>\n<hr>\n<p>The California Senate reshaped AB 831 into an anti-sweepstakes bill back in June, before passing it 36-0 on September 8. The State Assembly followed with a unanimous 63-0 vote on September 12. Governor Newsom\u2019s signature over the weekend completed the legislative process, marking a sweeping victory for tribal gaming interests that had supported the measure from the start.<\/p>\n<p>The law prohibits not only operators but also any company or entity that assists in sweepstakes gambling \u2014 from financial institutions and payment providers to platform hosts and media partners. Violators may face criminal penalties, including up to a year in county jail, a fine reaching $25,000, or both.<\/p>\n<p>While tribal gaming entities backed the measure, the Social Gaming Leadership Alliance (SGLA) stood firmly against it. The group, representing sweepstakes operators, had urged Governor Newsom to veto the bill. Earlier this year, <a href=\"https:\/\/igaming.org\/casino-news\/spga-calls-for-clearer-rules-after-montana-law-banning-online-sweepstakes-casinos\/\">Montana<\/a> became the first state to enact a ban, followed by <a href=\"https:\/\/igaming.org\/casino-news\/sb-1235-signed-into-law-to-block-online-sweepstakes-gambling-in-connecticut\/\">Connecticut<\/a> and <a href=\"https:\/\/igaming.org\/casino-news\/new-jersey-outlaws-sweepstakes-casinos-and-proxy-betting\/\">New Jersey<\/a>. In New York, an anti-sweepstakes bill now <a href=\"https:\/\/igaming.org\/casino-news\/new-york-may-ban-sweepstakes-casinos-as-sb-5935-heads-to-governor\/\">sits<\/a> on Governor Kathy Hochul\u2019s desk awaiting approval.
