Without the home rule message, the state legislature cannot consider the land-use legislation tied to the casino plan.<\/p>\n<p>A Council spokesperson said talks are ongoing. <em>\u201cWe\u2019re still working on home rule messages for state legislation. The process hasn\u2019t been completed for this legislative session,\u201d<\/em> said Mandela Jones.<\/p>\n<h2>Limited Time to Revive the Bid<\/h2>\n<p>Bally\u2019s faces tight deadlines. The state legislative session ends in mid-June, and the City Council is expected to meet just once more on June 11. The contract includes a $115 million payment to Trump\u2019s company if Bally\u2019s lands a license.
