With the signing of Law No. 7348\/2025, the country has ended its long-standing monopoly model and opened the door to private sector participation through a reworked legal framework. The aim is to improve regulation, boost tax income, and create a more competitive market for both land-based and online gambling.<\/p>\n<hr>\n<p><em><strong>Good to know<\/strong><\/em><\/p>\n<ul>\n<li><em><strong>Law No. 7348\/2025 replaces gambling rules that had been in place since 1997.<\/strong><\/em><\/li>\n<li><em><strong>Private companies can now apply directly for licenses in Paraguay.<\/strong><\/em><\/li>\n<li><em><strong>Regulatory duties shift to a new decentralised structure under the DNIT.<\/strong><\/em><\/li>\n<\/ul>\n<hr>\n<p>Under the revised law, Paraguay\u2019s National Gaming Commission, known as Conajzar, will operate as a decentralised body under the oversight of the National Directorate of Tax Revenue (DNIT). Conajzar will now take full responsibility for licensing, regulating, and supervising all forms of games of chance across the country, including digital platforms.<\/p>\n<p>Conajzar President Carlos Liseras said the new law sets the groundwork for a more effective and open regulatory system.<em> \u201cBy creating a more transparent and efficient regulatory framework, this change will modernise the sector and prioritise player protection,\u201d<\/em> he stated.<\/p>\n<p>Liseras also pointed out that Paraguay\u2019s appeal to international gaming investors will likely grow.
