The country\u2019s stance on iGaming has changed significantly as a result of Barnier\u2019s proposal.<\/p>\n<h2>Tackling the Rise of Illegal Gambling<\/h2>\n<p>Currently, France only regulates sports betting, <a href=\"https:\/\/igaming.org\/poker-news\/france-italy-spain-and-portugal-to-come-under-the-banner-of-online-poker-liquidity-1995\/\">poker,<\/a> and lotteries. While poker is considered a game of skill, online casino games are categorized as games of chance and remain illegal. However, illegal online casinos have thrived, costing the country an estimated $1.70 billion annually. The French Association of Online Games (AFJL) warned that the country is \u201closing the war\u201d against illegal gambling operations, which also plague the sports betting sector.<\/p>\n<p>Despite opposition from the brick-and-mortar casino lobby, which argues that legalization could lead to job losses and unregulated operators entering the market, the government believes regulating online casinos is essential. The black-market gambling sector continues to grow, impacting the state\u2019s already struggling economy. France has one of the largest budget deficits in the European Union, and <a href=\"https:\/\/igaming.org\/casino-news\/european-gaming-association-urges-france-to-reevaluate-igaming-regulation\/\">regulating iGaming<\/a> could bring in significant tax revenue.<\/p>\n<p>In addition to tackling illegal gambling, Barnier\u2019s government is proposing the shift to align France\u2019s regulations with other European Union member states. An amendment to the 2025 budget plan has already been submitted to support this goal. If passed, the new regulations could introduce a licensing system for online casinos, helping to protect consumers and stabilize the market.<\/p>\n<p>By regulating online casinos, the government aims to reduce illegal gambling while offering players better protections.
