Regarding their Shiloh Casino and Resort project, the Koi Nation of Northern California has responded to California Governor Gavin Newsom. This comes after the U.S. Department of the Interior (DOI) was recently urged by Governor Newsom to suspend two casino projects in the state, including the Koi Nation\u2019s endeavor in Sonoma County.<\/p>\n

Governor\u2019s Concerns and Koi Nation\u2019s Rebuttal<\/h2>\n

Governor Newsom expressed apprehensions in his letter, urging the DOI to reconsider the Shiloh Casino and Resort project, along with the Scotts Valley Band of Pomo Indians\u2019 proposal in Solano County. The Governor\u2019s concerns centered on the process of these projects, suggesting they might bypass state oversight, overlook local tribal and community input, and misuse the \u2018restored lands\u2019 exception of federal law.<\/p>\n

In response, Koi Nation\u2019s Vice Chair and Director of Development, Dino Beltran, defended the Shiloh Casino project, stating that the Tribe has adhered to federal regulations throughout the approval process. Beltran argued that the Koi Nation\u2019s approach complies with the Indian Gaming Regulatory Act\u2019s (IGRA) \u2018restored lands\u2019 exception. He emphasized that the Tribe\u2019s pursuit of gaming eligibility under this provision aligns with federal law designed to address historical injustices and support tribes in achieving economic self-sufficiency.<\/p>\n

Beltran also pointed out that previous approvals by the DOI\u2019s Bureau of Indian Affairs (BIA) have set a precedent for such projects. \u201cOur right to pursue gaming according to this provision of federal law was affirmed by Judge Beryl A. Howell of the US District Court for the District of Columbia in Koi Nation v Zinke (2019),\u201d Beltran noted.<\/p>\n

The Koi Nation expressed a willingness to engage in ongoing dialogue with Governor Newsom and other stakeholders. Despite not having the opportunity to brief the Governor before the letter\u2019s submission, Beltran reaffirmed the Tribe\u2019s commitment to transparency and communication. He assured that this approach would continue throughout the legal process and beyond.<\/p>\n
