Cabot, a distinguished fellow of Gaming Law at UNLV\u2019s Boyd School of Law, leads the gaming law programme. Vilela, a gaming lawyer and the author of \u201cMacau Gaming Law \u2013 Annotated with Comments\u201d, brings invaluable expertise to the table. Cort\u00e9s, managing partner at the Macau-based law firm Rato, Ling, Lei &#038; Cort\u00e9s, where he spearheads the gaming practice, adds a unique insight.<\/p>\n<p>The research details two leading strategies for gaming regulation: <strong>the command-and-control model<\/strong>, characteristic of Las Vegas, Nevada, and the <strong>concession model<\/strong>, exemplified by the Macau Special Administrative Region in China. Meanwhile, \u201cthe rigidity of the command-and-control model may have contributed to initial failures in Atlantic City,\u201d in the United States.<\/p>\n<h2>Tailoring Oversight<\/h2>\n<p>The concession model provides the flexibility for governments to adjust their \u201cregulatory oversight to the circumstances not only of its jurisdiction but also to the strengths and weaknesses of the concession holder\u201d. But they also acknowledged that this model \u201chas disadvantages when the jurisdiction has several casinos in a competitive market\u201d.<\/p>\n<p>Interestingly, both models handle the basic elements of gaming regulation: suitability, auditing\/accounting, and enforcement. As the authors wrote, \u201cOnly the processes are different\u201d.<\/p>\n<h2>Evaluating Regulations Beyond Processes<\/h2>\n<p>The authors argue that most comparisons of gaming regulatory systems \u201cdisproportionately focus on the process rather than outcomes\u201d.
