Staff had not obtained adequate evidence of income or identification records.<\/p>\n<p>Another customer gambled with funds linked to cryptocurrency, but the operator did not apply the required higher-risk classification. Simply converting cryptocurrency into pounds through a bank account did not establish where the original money came from.<\/p>\n<p>Meanwhile, the Gambling Commission found that staff sometimes treated wealthy customers differently when assessing gambling harm.<\/p>\n<p>One regular customer won approximately \u00a3260,000 before losing \u00a3250,000 over 12 days without any recorded intervention. Another lost \u00a350,000 without safer gambling checks.<\/p>\n<p>The regulator also found that staff delayed restrictions and continued using basic interactions despite warning signs.<\/p>\n<p>The October 7 settlement covers Grosvenor Casinos Limited, Grosvenor Casinos (GC) Limited and Gaming Group Limited, all owned by Rank Group.<\/p>\n<p>Investigators identified outdated AML policies that failed to account for regulatory changes introduced in 2020. Casino managers also made inconsistent decisions about customer risk and source of funds checks.<\/p>\n<p>The review followed intelligence received by the regulator and a targeted casino inspection in June 2025.<\/p>\n<p>Sue Young, Executive Director of Operations at the Gambling Commission, said:<\/p>\n<p><em>\u201cLarger enforcement cases are often associated with online gambling but, as today\u2019s announcement shows, the risks of anti-money laundering and social responsibility failures are equally alive in the land-based sector.\u201d<\/em><\/p>\n<p>Rank Group accepted the findings and introduced corrective measures. Its cooperation contributed to the settlement terms, although the regulator also considered previous warnings about similar compliance issues.<\/p>\n<p>The \u00a35,012,261 payment will go to the government Consolidated Fund rather than the Gambling Commission. Rank must also cover investigation costs and arrange an independent compliance audit.<\/p>\n<p>Unlike a formal financial penalty, the payment forms part of a negotiated regulatory settlement.
