Online betting also increased, rising 5.18% to \u20ac244.6 million.<\/p>\n<p>Players wagered \u20ac2.75 billion online during the year, with operators returning 91.11% through winnings.<\/p>\n<p>Arcade operators had a weaker year online. Revenue fell 13.66% to \u20ac165.8 million, extending the decline into a second year.<\/p>\n<p>Sports betting increasingly takes place online as well. Digital betting represented 66.5% of total betting GGR, compared with 23.75% from betting shops and 9.64% from newsagents.<\/p>\n<p>Retail gambling headed in the opposite direction. Land based GGR dropped to \u20ac656.1 million.<\/p>\n<p>Casinos provided the exception, with venue GGR increasing 5.85% to \u20ac152.3 million. Arcade revenue declined 4.17% to \u20ac184.7 million, while betting locations fell 6.60% to \u20ac123 million.<\/p>\n<p>Caf\u00e9s recorded the largest drop. GGR fell 17.77% to \u20ac196 million, although the channel still produced 30% of all land based gambling revenue.<\/p>\n<h2><strong>Fewer Players Register As Daily Online Use Rises<\/strong><\/h2>\n<p>The number of new customers joining a licensed online gambling operator fell 43.1% to 110,032.<\/p>\n<p>Belgium raised the minimum gambling age from 18 to 21 in September 2024, which the regulator said partly affected the comparison.<\/p>\n<p>At the same time, average daily online players increased 3% to 160,144. A total of 528,706 people gambled online at least once during 2025, down from 602,288 in 2024.<\/p>\n<p>Daily visits to physical gambling venues also dropped, from 36,470 to 27,532.<\/p>\n<p>Self exclusion activity increased alongside those changes. Belgium recorded 66,998 voluntary exclusions at the end of 2025, compared with 56,458 one year earlier.<\/p>\n<p>Operators must check players against the EPIS exclusion database before allowing access. The system blocked 715,373 attempted visits during 2025, including 690,074 online.<\/p>\n<h2><strong>BAGO Raises Unlicensed Gambling Concerns<\/strong><\/h2>\n<p>BAGO, which represents five licensed operators, linked the market data with concern about unlicensed gambling.<\/p>\n<p>A KSC survey involving 1,000 people aged 18 to 30 found 28% had used an unlicensed gambling site, while 53% had gambled recently.<\/p>\n<p>BAGO said:<\/p>\n<p><em>\u201cThe fact that 28% of respondents aged 18 to 30 state they have already played on an illegal gambling site is an alarm signal that cannot be ignored. The far-reaching restrictions imposed on licensed operators render legal and regulated gaming alternatives invisible, while the illegal and clandestine circuit continues its aggressive marketing efforts to attract players.\u201d<\/em><\/p>\n<p>BAGO called for stronger enforcement against unlicensed operators and financial channels connected with them.
