Ltd. and its affiliates over Chumba Casino, Global Poker and Luckyland Slots.<\/p>\n<p>The agreement follows New York enforcement against sweepstakes casino operators and comes after the state formally banned the model in December 2025.<\/p>\n<hr>\n<p><strong>Good to Know<\/strong><\/p>\n<ul>\n<li>VGW will pay $8 million in disgorgement, penalties and costs.<\/li>\n<li>New York targeted 26 online sweepstakes casino platforms in June 2025.<\/li>\n<li>Eligible former VGW users can request redemption of remaining sweeps coins under the applicable platform exchange rate.<\/li>\n<\/ul>\n<hr>\n<h2><strong>New York Targets Redeemable Sweepstakes Coins<\/strong><\/h2>\n<p>The case centered on the way VGW users obtained and redeemed virtual currency.<\/p>\n<p>VGW argued that its sweeps coins were supplied free and therefore fell outside gambling rules. However, the Office of the Attorney General found that users could effectively obtain about one sweeps coin for each dollar spent on the platforms.<\/p>\n<p>Players then used the coins on casino games including slots, blackjack and poker, with winnings redeemable for cash or prizes.<\/p>\n<p>New York law treats gambling involving something of value as prohibited unless authorized. James said VGW violated Penal Law Sections 225.10 and 225.20, covering promotion of gambling and possession of gambling records, along with Executive Law Section 63(12).<\/p>\n<p>VGW stopped sweepstakes coin gambling in New York after receiving a cease and desist letter in June 2025. The company had offered Chumba Casino in the state since 2012, Global Poker since 2016 and Luckyland Slots since 2018.<\/p>\n<p>James said:<\/p>\n<p><em>\u201cOnline sweepstakes casinos like Chumba Casino, Global Poker, and Luckyland Slots posed a dangerous threat to New Yorkers and their financial and mental health. My office took action to stop these illegal platforms last year, and now we are holding VGW accountable for the damage done.\u201d<\/em><\/p>\n<p>State investigators also said some New York players lost tens of thousands of dollars. Unlike licensed New York gambling operators, sweepstakes casino sites did not face the same state audits, game controls and consumer protection requirements.<\/p>\n<h2><strong>New York Gambling Enforcement Goes Beyond VGW<\/strong><\/h2>\n<p>The VGW settlement forms part of a wider New York campaign covering several forms of online wagering.<\/p>\n<p>James filed cases against Coinbase and Gemini in April 2026 over prediction market activity. New York also sued Kalshi on July 31, 2026, after an earlier court dispute over state gambling rules.<\/p>\n<p>For sweepstakes casinos, the regulatory position is now clearer than when VGW first entered the state.
