Karen Hope Garcia filed House Bill 10982 on August 26. The House read the measure on September 1 and referred it to the Committee on Games and Amusements, where it remains pending.<\/p>\n<hr>\n<p><strong>Good to Know<\/strong><\/p>\n<ul>\n<li>House Bill 10982 would ban online gambling advertising, promotions, endorsements and sponsorships.<\/li>\n<li>Penalties could reach P10 million, alongside imprisonment and possible licence cancellation.<\/li>\n<li>Online and electronic gaming generated P201.12 billion in Philippine GGR during 2025, equal to 50.77% of the national total.<\/li>\n<\/ul>\n<hr>\n<h2><strong>Philippines Bill Targets Online Gambling Marketing<\/strong><\/h2>\n<p>The proposed Online Gambling Advertising Prohibition Act of 2026 goes well beyond conventional advertising.<\/p>\n<p>Garcia wants restrictions covering social media, search ads, websites, apps, television, radio, print, billboards, email and SMS. Influencers, celebrities, affiliates, vloggers and content creators would also fall under the ban.<\/p>\n<p>Sports and entertainment sponsorships would face the same restriction. Operators could no longer use free bets, bonuses or referral codes to attract customers, while cross-promotion involving the same brand across online and land-based gambling would also be covered.<\/p>\n<p>Garcia said:<\/p>\n<p><em>\u201cThis bill tells the industry it (online gambling) can\u2019t chase our children and our vulnerable families into their own homes to sell them on it.\u201d<\/em><\/p>\n<p>Public figures who promote online gambling could lose endorsement income received from prohibited deals and face a three to five year ban from similar arrangements.<\/p>\n<p>Operators and other violators could face fines ranging from P500,000 to P10 million, imprisonment of up to three years and suspension or cancellation of licences. Media companies, internet providers, social platforms and advertising technology businesses could also face P50,000 daily penalties for continued non-compliance.<\/p>\n<h2><strong>Online Gaming Now Leads Philippine GGR<\/strong><\/h2>\n<p>The proposal arrives after digital gambling became the largest source of Philippine gaming revenue.<\/p>\n<p>PAGCOR recorded total industry GGR of P396.14 billion in 2025. Online and electronic gaming contributed P201.12 billion, up 30.04% from P154.66 billion in 2024 and accounting for 50.77% of total GGR. Licensed casino revenue fell 9.58% to P182.50 billion.<\/p>\n<p>Garcia said:<\/p>\n<p><em>\u201cEvery smartphone is now a potential 24-hour casino.\u201d<\/em><\/p>\n<p>Her bill would not prohibit regulated gambling itself. Licensed casinos, PCSO lottery products, horse racing and authorised cockfighting would remain legal, while advertising for eligible land-based activities could continue under responsible gaming and content rules.<\/p>\n<p>News coverage, academic discussion and government communications would also sit outside the proposed ban.<\/p>\n<p>The legislation would additionally strengthen age and identity checks for online gambling accounts.<\/p>\n<p>Garcia said:<\/p>\n<p><em>\u201cNobody asked for a casino on their phone, open twenty-four hours a day. It got there through an ad on a livestream, a bonus code passed around on social media, a famous influencer telling our youth that the odds are in their favor.\u201d<\/em><\/p>\n<h2><strong>Congress Faces Several Gambling Ad Proposals<\/strong><\/h2>\n<p>HB 10982 is not the only Philippine gambling advertising proposal under consideration.<\/p>\n<p>Senator Francis \u201cChiz\u201d Escudero filed Senate Bill 2347 in July seeking nationwide restrictions on gambling ads, celebrity endorsements and sponsorships across traditional and digital media.
