Nine MPs took part alongside committee chair Joost Eerdmans.<\/p>\n<hr>\n<p><strong>Good to know<\/strong><\/p>\n<ul>\n<li>The Dutch government plans to consult on legislation for DNS blocking of foreign unlicensed gambling sites in early 2027.<\/li>\n<li>KSA now estimates revenue based channelisation at 53%, while around 91% of Dutch gamblers use only licensed operators.<\/li>\n<li>A gambling age increase from 18 to 21 remains under review rather than part of the immediate policy package.<\/li>\n<\/ul>\n<hr>\n<h2><strong>Netherlands Targets The Infrastructure Behind Unlicensed Gambling<\/strong><\/h2>\n<p>MPs from ChristenUnie, PRO, SGP, CDA, D66, VVD and SP backed stronger action against unlicensed gambling. FVD also recognised the scale of the problem but raised concerns about wider government blocking powers.<\/p>\n<p>State Secretary KT van Bruggen said current Dutch law does not provide enough power to force internet providers to block foreign gambling domains. The cabinet now plans legislation centred on DNS blocking, with consultation targeted for early 2027.<\/p>\n<p>The government also wants clearer rules covering companies that facilitate unlicensed gambling. That could include payment providers, banks, affiliates, social platforms, search engines and hosting services.<\/p>\n<p>KSA already follows that broader approach. The regulator has said fines against offshore operators can prove difficult to collect, so disrupting payment, advertising and hosting infrastructure can produce a more direct effect.<\/p>\n<p>Social media advertising received particular attention. MPs criticised continued promotion of unlicensed casino sites through Meta and other platforms.<\/p>\n<p>Van Bruggen said: <em>\u201cMeta, especially as one of the parties, but also Google, is really open to this conversation.\u201d<\/em><\/p>\n<p>The government expects reports every six months on unlicensed gambling advertising across major platforms. Van Bruggen also wants greater use of the EU Digital Services Act, while VVD called for tougher action from large technology companies.<\/p>\n<h2><strong>Gambling Age Increase Put Behind Enforcement<\/strong><\/h2>\n<p>Several MPs still want the minimum gambling age raised from 18 to 21.<\/p>\n<p>SGP MP Diederik van Dijk and CDA MP Tijs van den Brink backed an increase, while ChristenUnie also challenged the decision to delay the policy. Similar proposals appeared in Dutch gambling policy discussions during 2025.<\/p>\n<p>Van Bruggen argued that restricting licensed gambling for people aged 18 to 20 could send some players toward unlicensed operators. The government therefore wants stronger enforcement in place before deciding whether an age increase would improve player protection.<\/p>\n<p><em>\u201cIt is time to tackle that illegal offer properly, so that we can move towards a time when we do have to move towards an age increase. If that turns out not to be necessary, then we don\u2019t do it,\u201d<\/em> she said.<\/p>\n<p>The latest KSA figures add context to that concern. Around 91% of gamblers use only licensed operators, but licensed companies account for an estimated 53% of gambling expenditure. An earlier KSA estimate had placed the figure at 49% before a data correction.<\/p>\n<p>Van Dijk went further than most MPs. He called for reversal of the 2021 online gambling legalisation and supported a gambling advertising ban covering online operators, lotteries and land based casinos.<\/p>\n<p>He also questioned government ownership of Holland Casino and Nederlandse Loterij.
