Instead, ANJ wants operators to apply existing fraud and anti money laundering rules more consistently when disputes involve player funds or betting results.<\/p>\n<hr>\n<p><strong>Good to Know<\/strong><\/p>\n<ul>\n<li>ANJ published the fraud guide on August 31 after consultation with licensed operators and the gaming ombudsman.<\/li>\n<li>Operators should rely on evidence such as IP addresses, device data and connection timing rather than suspicion alone.<\/li>\n<li>The guidance covers identity fraud, payment fraud, chargebacks, cheating, money dumping and sports manipulation.<\/li>\n<\/ul>\n<hr>\n<h2><strong>ANJ Sets Evidence Standard for Gambling Fraud Cases<\/strong><\/h2>\n<p>One of the main areas covered by the guide is proof.<\/p>\n<p>ANJ said operators must collect evidence capable of supporting a fraud finding, particularly when a decision could later face a court challenge. The regulator also reviewed previous French case law to show the level of proof judges have accepted in gambling disputes.<\/p>\n<p>Evidence can include several converging indicators rather than one isolated data point. Account access records, IP addresses, devices and connection times can all help establish a case.<\/p>\n<p>The approach has practical consequences for online gambling operators. Account closures, cancelled bets, withheld balances and redistributed poker winnings need a documented basis rather than an internal suspicion alone.<\/p>\n<p>ANJ also addressed identity and payment fraud. Operators can close an account once fraud has been established and may reserve balances where ownership of a linked bank account cannot be confirmed.<\/p>\n<p>Account takeover controls should include measures such as two factor authentication when players change banking information or request withdrawals.<\/p>\n<h2><strong>Poker Bots and Collusion Also Covered<\/strong><\/h2>\n<p>The guide gives operators a clearer framework for handling cheating inside games.<\/p>\n<p>For poker, ANJ recommends contractual terms allowing operators to redistribute winnings obtained through collusion or bot use. French courts have accepted that type of action where operators produced enough technical data to prove the conduct.<\/p>\n<p>Sports manipulation, money dumping, abusive chargebacks and other payment fraud also fall within the non exhaustive fraud categories listed by the regulator.<\/p>\n<p>Operators are now encouraged to review KYC procedures, fraud monitoring systems, technical safeguards and player terms against the guidance.<\/p>\n<p>The publication follows a broader ANJ focus on fraud and anti money laundering controls during 2026. In April, the regulator said operators generally had satisfactory staffing, systems and procedures but still needed stronger risk classification, internal controls and reporting quality.<\/p>\n<p>Player disputes also remain a practical concern.
