Kathy Hochul to intervene before the New York State Gaming Commission reaches a decision.<\/p>\n<hr>\n<p><strong>Good to Know<\/strong><\/p>\n<ul>\n<li>Resorts World currently pays a 56% tax rate on slot revenue.<\/li>\n<li>A separate horse racing payment could lift the effective burden to 72%.<\/li>\n<li>The disputed additional payment could cost about $150 million annually.<\/li>\n<\/ul>\n<hr>\n<h2><strong>Queens Lawmakers Challenge 72 Percent Casino Burden<\/strong><\/h2>\n<p>Resorts World proposed a 56% slot tax rate when it sought approval to become a full commercial casino. However, the Gaming Commission argues that required horse racing payments sit outside that rate.<\/p>\n<p>Adding those payments would increase the effective cost by another 16 percentage points, taking the total to 72%, according to the dispute reported by the New York Post. Hochul appointed five members of the seven member Gaming Commission.<\/p>\n<p>State Sen. Joe Addabbo called the proposed level excessive and urged the governor to intervene.<\/p>\n<p><em>\u201cA 72% tax rate is excessively high,\u201d<\/em> Addabbo said. <em>\u201cThe governor\u2019s office has to step in and resolve this issue. The Gaming Commission falls under the auspices of the governor.\u201d<\/em><\/p>\n<p>The extra racing payments could total roughly $150 million a year across the 15 year agreement.<\/p>\n<p>Lawmakers want Resorts World to continue paying the 56% rate it offered while preserving the full level of statutory support for New York horse racing.<\/p>\n<p><em>\u201cThe uncertainty now threatens not simply one company, but billions of dollars in private investment, thousands of jobs, local businesses, and the communities we represent,\u201d<\/em> their letter stated.<\/p>\n<h2><strong>Dispute Comes After Full Casino Conversion<\/strong><\/h2>\n<p>Resorts World operated as a video lottery terminal property from 2011 before converting to a c<a href=\"https:\/\/igaming.org\/casino-news\/resorts-world-nyc-officially-opens-live-table-games-in-queens\/\">ommercial casino<\/a> on April 28, 2026. New York Gaming Commission records show the property began offering full commercial casino gaming from that date.<\/p>\n<p>The conversion added live table games including blackjack, baccarat and craps. Resorts World plans a $4 billion expansion around the Queens property, with construction employment, permanent casino jobs and contracts for local businesses forming part of the investment plan.<\/p>\n<p>The tax argument carries added weight because the previous video gaming model already directed large portions of machine revenue to education, administration and racing. Gaming Commission records for the 2025 to 2026 fiscal year show Resorts World generated $686.3 million in net video gaming win before its commercial casino conversion, with $274.5 million directed to education.<\/p>\n<p>Lawmakers also argued that New York should apply the financial structure under which casino bids were submitted and evaluated.<\/p>\n<p><em>\u201cApplicants must be held to the financial, employment, investment, and community commitments they make to New York,\u201d<\/em> the letter stated. <em>\u201cAt the same time, the State should administer those commitments according to the framework upon which they were offered and evaluated.\u201d<\/em><\/p>\n<p>The letter was signed by Addabbo, Rep. Gregory Meeks, state Sens.
