Senior analyst Vitaly Umansky discussed the subject after meeting company management during the 2026 Seaport Annual Summer Conference.<\/p>\n<p>Umansky said:<em>\u00a0<\/em><\/p>\n<p><em>\u201cNo decision has yet been made\u201d<\/em>.<\/p>\n<p>He added:<\/p>\n<p><em>\u201cDoing so would make CoD Manila a more competitive gaming operation in the country as many competitors are already running online alongside the bricks and mortar operation.\u201d<\/em><\/p>\n<p>Solaire Resort &#038; Casino, Okada Manila and Newport World Resorts already operate online gaming products with PAGCOR approval. City of Dreams Manila remains the only major operating resort in Entertainment City without a current digital gaming offer.<\/p>\n<p>A return would not represent the first online gaming activity at the property. City of Dreams Manila launched Live Shots in 2021, initially offering live dealer games before adding online slots. Melco later suspended the service for maintenance and did not restart it.<\/p>\n<p>The commercial backdrop has also changed. PAGCOR cut the revenue share applied to e gaming from integrated resorts to 25% in January 2025, compared with 30% for other licensed e gaming operators. PAGCOR continues to regulate domestic online gaming separately from offshore gaming, which the Philippines banned in 2024.<\/p>\n<h2><strong>Sale Option Still Remains Open<\/strong><\/h2>\n<p>Melco is reviewing online gaming while keeping another option available for City of Dreams Manila.<\/p>\n<p>According to Seaport, management would still consider divesting the Manila operation if a buyer offered the right valuation. Melco previously launched a strategic alternatives review in February 2025 but ended the process earlier in 2026 after deciding available proposals did not reflect the property value.<\/p>\n<p>City of Dreams Manila operates through Melco Resorts in partnership with a unit of Belle Corp.<\/p>\n<p>Seaport described the current outlook as, <em>\u201cThe outlook is stable amid rising competition.\u201d<\/em><\/p>\n<p>The comment comes as competition grows both online and across the wider Philippine casino market.
