Investigators found no wider culture of non-compliance, no evidence involving other unlicensed bookmakers and no proof that senior executives knew about Bowyer activity.<\/p>\n<p>Most of the conduct occurred from 2019 to 2021 under Las Vegas Sands. Apollo Global Management acquired the Venetian operations in February 2022 as part of a $6.25 billion transaction and accepted the regulatory settlement.<\/p>\n<p>Two Nevada Gaming Commission members did not participate in the vote. George Markantonis served as Venetian president during part of the period under investigation, while Richard Schonfeld represented an individual involved in a related case. The remaining commissioners approved the settlement unanimously.<\/p>\n<p>Bowyer ran an unlicensed sports betting operation between 2014 and 2023. He later pleaded guilty to federal charges involving money laundering and unlicensed bookmaking and received a federal prison sentence in 2025. Nevada added him to the state excluded persons list in April 2026.<\/p>\n<p>The four casino cases share one central compliance problem.
