GCI also found unauthorized streams gave those operators a huge advertising channel throughout the tournament.<\/p>\n<hr>\n<p><em><strong>Good to Know<\/strong><\/em><\/p>\n<ul>\n<li><em>GCI counted <strong>174.3 billion qualifying unauthorized stream views<\/strong> worldwide.<\/em><\/li>\n<li><em>Unlicensed operators handled an estimated <strong>$409 billion<\/strong>, or 69%, of World Cup online betting.<\/em><\/li>\n<li><em>Gambling advertising appeared alongside <strong>95% of qualifying unauthorized stream views<\/strong>.<\/em><\/li>\n<\/ul>\n<hr>\n<h2><strong>Unlicensed Betting Dominated Estimated Handle<\/strong><\/h2>\n<p>GCI put total global online World Cup betting handle at $593 billion. Regulated operators accounted for about $184 billion, leaving an estimated $409 billion with unlicensed platforms.<\/p>\n<p>The streaming data helps explain how those operators reached bettors. GCI counted 174.3 billion qualifying unauthorized stream views, with each view lasting at least 90 seconds.<\/p>\n<p>Matt Holt, CEO of GCI, said:<\/p>\n<p><em>\u201cWhen 95% of qualifying illegal stream views carry advertising for unregulated gambling, illegal streaming is not simply stealing content. It is providing one of the world\u2019s largest sporting audiences as an acquisition channel for the unregulated gambling economy.\u201d<\/em><\/p>\n<p>GCI also said streaming operators can receive 25% to 50% of net gaming revenue generated by customers they refer to unlicensed gambling sites. That turns sports piracy into an affiliate marketing channel as well as a broadcast rights problem.<\/p>\n<p>Unlicensed operators can also offer odds, bonuses and products that regulated sportsbooks may not provide. However, players generally lose the consumer protections that come with locally licensed betting platforms.<\/p>\n<h2><strong>GCI Wants Enforcement to Target the Network<\/strong><\/h2>\n<p>GCI argues that regulators should look beyond individual streaming domains and focus on the wider commercial network linking unauthorized broadcasts, advertising and unlicensed gambling.<\/p>\n<p>Ismail Vali, president of GCI, said:<\/p>\n<p><em>\u201cThe World Cup showed us the dark nexus between illegal streaming and unregulated gambling at a scale we have never measured before.\u201d<\/em><\/p>\n<p>He added:<\/p>\n<p><em>\u201cThe answer is not another game of whack-a-mole against individual URLs. We need to understand and act upon the entire marketplace: monitor it, police the illegal ecosystem and its supply chain, enforce proportionately, and optimize the legal sector so consumers have every reason to remain within it.\u201d<\/em><\/p>\n<p>The World Cup figures give regulators another data point in a wider fight over unlicensed betting.
