The proposal also included civil penalties ranging from $10,000 to $100,000 for operators that violated the planned rules.<\/p>\n<p>However, the Senate committee took a different route in February. Its substitute directs the Virginia Lottery Board to convene industry representatives and other stakeholders instead of immediately banning the sector.<\/p>\n<p>The work group has a wider brief than simply assessing enforcement.
