The figure gives unlicensed operators a claimed 77% share of the US online gambling market.<\/p>\n<hr>\n<p><em><strong>Good to Know<\/strong><\/em><\/p>\n<ul>\n<li><em><strong>GCI estimates unlicensed online gambling GGR increased 45.2% from $67.1 billion in 2024.<\/strong><\/em><\/li>\n<li><em><strong>Licensed online gambling revenue increased 23% to $28.3 billion over the same period.<\/strong><\/em><\/li>\n<li><em><strong>Campaign for Fairer Gambling funded the research and has consistently opposed wider gambling expansion.<\/strong><\/em><\/li>\n<\/ul>\n<hr>\n<h2><strong>Unlicensed Gambling Takes 77 Percent of Online GGR<\/strong><\/h2>\n<p>The gap between licensed and unlicensed online gambling widened sharply during 2025, based on GCI estimates.<\/p>\n<p>Licensed operators generated $28.3 billion, compared with $23 billion in 2024. GCI put unlicensed GGR at $97.4 billion, meaning the estimated unlicensed market grew almost twice as fast. Combined online gambling GGR reached $125.6 billion, up 39.4% from $90.1 billion.<\/p>\n<p>Unlicensed platforms accounted for 77% of that total, compared with a claimed 74% during 2024. GCI argues that legal sports betting and online casino expansion alone has not redirected enough consumers toward licensed operators.<\/p>\n<p>Derek Webb, who funds Campaign for Fairer Gambling, said:<\/p>\n<p><em>\u201cThe legal sector uses the presence of the illicit sector to demand legalisation, then asks for low tax and regulation to compete against the illicit sector. Taking action against bad actors in the illicit sector is the solution and must be the priority for all stakeholders.\u201d<\/em><\/p>\n<p>State data in the report adds another layer. GCI uses a Loss Ratio that compares online gambling GGR per person with income per person. States offering both regulated sports betting and online casino gaming averaged 1.38% in 2025. Sports betting only states averaged 0.99%, while states offering neither averaged 0.44%.<\/p>\n<p>However, unlicensed activity remained present under every regulatory model. Sports betting only states recorded the highest average unlicensed Loss Ratio at 0.80%. States with both sports betting and online casino gaming averaged 0.67%, while states with neither product stood at 0.44%.<\/p>\n<p>Louisiana recorded the highest unlicensed gambling expenditure relative to income in the report. Meanwhile, West Virginia posted a total Loss Ratio of 1.57%, including 0.87 percentage points attributed to unlicensed gambling. California, where neither online casino gaming nor sports betting is regulated, recorded 0.43%, all attributed by GCI to unlicensed activity.<\/p>\n<p>The figures come with an important qualification. Campaign for Fairer Gambling commissioned and funded the study, while independent access to the detailed underlying data and methodology remains limited.
