In total, 23 underage people passed the registration process, although only nine went on to fund their accounts and gamble.<\/p>\n<p>Ontario rules require online gambling operators to confirm that player details are complete, accurate and validated before creating an account. Players generally need to be at least 19 to use an Ontario online casino, while lottery tickets remain available from age 18.<\/p>\n<p>The regulator found breaches of section 3.01, requirement 1(a), and section 3.04 of the Registrar Standards for Gaming. Those provisions prohibit operators from allowing minors to register, log in or gamble and require eligibility checks before account approval.<\/p>\n<p><em>\u201cThe legal age requirement is one of the most basic and important safeguards in Ontario\u2019s regulated gaming market,\u201d<\/em> said AGCO CEO Dr. Karin Schnarr.<\/p>\n<p><em>\u201cYoung people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario\u2019s regulated market.\u201d<\/em><\/p>\n<p>Betty entered the regulated Ontario online casino market in 2023. The brand operates Betty.ca under an AGCO registration and an agreement with iGaming Ontario.<\/p>\n<p>The penalty also adds to a wider series of AGCO enforcement cases during 2026. FanDuel Canada received a $350,000 penalty in January over failures linked to 144 suspicious table tennis wagers.
