Its six concessionaires supported a medium score for operator numbers, while the 40% effective gross gaming revenue tax produced a low tax score.<\/p>\n<p><strong>Singapore<\/strong> ranked <strong>second<\/strong> through tight oversight, a two operator casino structure and strong protection from online competition. <strong>Japan<\/strong> placed <strong>third<\/strong> despite having no operating casino resort yet. MGM Osaka remains scheduled to open near the end of 2030.<\/p>\n<p><strong>Malaysia<\/strong> ranked <strong>fourth<\/strong>. S&#038;P Global grouped it with Cambodia as a mid-tier market, citing supportive casino policy but weaker appeal among international visitors than Macau or Singapore. A Genting unit holds the Malaysian casino monopoly.<\/p>\n<p><strong>Australia<\/strong> placed <strong>fifth<\/strong> and joined the Philippines and New Zealand among the headwind markets. Regulatory pressure and online gambling competition may limit returns from large physical casino investments.<\/p>\n<p>S&#038;P Global warned that revenue growth alone may not improve operator credit strength.<\/p>\n<p><em>\u201cStronger demand alone will not strengthen credit quality,\u201d<\/em> the ratings agency said.<\/p>\n<p>Regional gaming revenue could rise by 3% to 5% per year over the next two to three years. S&#038;P Global grouped Cambodia with Malaysia as mid-tier markets that offer supportive casino policy but attract fewer international visitors than Macau or Singapore.<\/p>\n<p>Security, transparency and limited operator competition remain key concerns. NagaCorp controls casino operations within Phnom Penh, while a Genting unit holds the Malaysian casino monopoly.<\/p>\n<p>The <strong>Philippines<\/strong> ranked <strong>seventh<\/strong>. S&#038;P Global rated its market size as medium but gave low scores for resistance to online gambling and the number of licensees.<\/p>\n<p>Online gaming growth may reduce the appeal of large physical casino projects in the Philippines and New Zealand, according to the report. The Philippines has attracted billions of dollars in resort investment, yet electronic gaming now accounts for a larger share of national gambling revenue.<\/p>\n<p><strong>Australia<\/strong> ranked <strong>fifth<\/strong> and <strong>New Zealand<\/strong> placed <strong>eighth<\/strong>.<\/p>\n<p>Public attitudes also add policy risk. A 2025 Pew Research Center survey found that 89% of adults in Indonesia and 83% in India viewed gambling as morally wrong.
