A new joint report from the Ministry of Finance and Kansspelautoriteit shows the extra money fell well below the Treasury forecast.<\/p>\n<hr>\n<p><em><strong>Good to know<\/strong><\/em><\/p>\n<ul>\n<li><em><strong>Dutch gambling tax rose to 34.2% in 2025 and then to 37.8% in 2026.<\/strong><\/em><\/li>\n<li><em><strong>The Treasury expected \u20ac108 million ($122.6 million) in extra revenue for 2025, but received about \u20ac2 million.<\/strong><\/em><\/li>\n<li><em><strong>KSA data also points to weaker licensed market share, which raises channelisation concerns.<\/strong><\/em><\/li>\n<\/ul>\n<hr>\n<h2>Licensed Operators Took The Hit First<\/h2>\n<p>The tax rise did not land in a stable market. Dutch operators were already dealing with deposit limits, advertising cuts and lower post tournament betting activity after UEFA Euro 2024.<\/p>\n<p>That left less gross gaming revenue to tax.<\/p>\n<p>From October 2024, monthly net deposit limits were set at \u20ac300 for young adults and \u20ac700 for players aged 24 and over. TV programme sponsorships were banned from July 1, 2024, followed by sports team, club and kit sponsorship bans from July 1, 2025.<\/p>\n<p>Those rules support safer gambling goals, but they also reduce legal operator reach and player spend. When regulated brands lose visibility, more play can drift toward illegal websites, especially if those sites keep advertising and offering bonuses.<\/p>\n<p>KSA annual data already pointed in that direction, with licensed operator market share falling in 2025.<\/p>\n<h2>Treasury Forecasts Missed By A Wide Gap<\/h2>\n<p>The tax increase came in two stages. The rate went from 30.5% to 34.2% on January 1, 2025. It then rose again to 37.8% on January 1, 2026.<\/p>\n<p>Government forecasts looked much stronger than the actual return. Officials expected around \u20ac108 million ($122.6 million) in extra gambling tax revenue in 2025. The real increase was roughly \u20ac2 million compared with 2024.<\/p>\n<p>For 2026, the Treasury expected another \u20ac216 million. The current estimate sits around \u20ac57 million.<\/p>\n<p>The report says one cause is clear: the tax base shrank. It also notes that the exact effect from the tax rate cannot be fully separated from other changes in the market.<\/p>\n<p>Land based gambling added more weakness. Casino and gaming hall visits fell about 11% year on year from Q1 2025 to Q1 2026, while gaming hall numbers kept falling. Some operators linked closures and restructuring to tighter margins after the tax rise.<\/p>\n<h2>State Operators Reduced The Net Gain<\/h2>\n<p>Higher tax also reduced returns from state controlled operators, which softened the benefit for public finances.<\/p>\n<p>Holland Casino profit before corporate tax fell by about \u20ac27 million in 2025 and \u20ac54 million in 2026 due to the tax increase.<\/p>\n<p>Nederlandse Loterij expected lower corporate tax, statutory levies and profit of about \u20ac16 million in 2025 and roughly \u20ac34 million in 2026.<\/p>\n<p>Charity and sports funding looked steadier. Payments to charities rose 1.8% between 2024 and 2025, while sports contributions declined 3.6%.
