Authorities, however, made clear that blocking the platform remains an option if compliance falters.<\/p>\n<p>The Department of Information and Communications Technology raised concerns last week over alleged use of the encrypted messaging app for scams, illegal gambling, and online sexual exploitation.<\/p>\n<hr>\n<p><em><strong>Good to Know<\/strong><\/em><\/p>\n<ul>\n<li><em><strong>DICT warned of a possible Telegram ban on 25 February<\/strong><\/em><\/li>\n<li><em><strong>Telegram agreed to 24\/7 support and monthly compliance reporting<\/strong><\/em><\/li>\n<li><em><strong>Government says blocking remains a last resort option<\/strong><\/em><\/li>\n<\/ul>\n<hr>\n<p>DICT Secretary Henry R. Aguda publicly warned that continued violations could trigger action. <em>\u201cIf we continue to find violations, we might ban them as a consequence,\u201d<\/em> Aguda said on 25 February.<\/p>\n<p>Two days later, talks between Telegram representatives Ronak Singh and Abhimanyu Yadav and Philippine officials shifted the tone. The company will also submit monthly reports to DICT and the Cybercrime Investigation and Coordinating Council detailing takedowns and enforcement metrics. Officials said Telegram committed to zero tolerance for Online Sexual Abuse and Exploitation of Children, illegal gambling, and other abusive activity.<\/p>\n<p>CICC Executive Director and Undersecretary Renato Paraiso emphasized that direct engagement with platform operators is essential for effective enforcement. He urged companies such as Telegram to consider establishing satellite offices in the Philippines.<\/p>\n<p><em>\u201cWhen their platform is used for exploitation, we need to know who is behind it,\u201d<\/em> Paraiso said. <em>\u201cTo make that possible, they must have an office here or someone we can directly talk to.
