A stronger market reaction could see \u00a38.1 billion shift to unregulated operators, wiping out 30,000 jobs.<\/p>\n<h2>The IPPR Scenario and Industry Pushback<\/h2>\n<p>The harshest scenario came from the Institute for Public Policy Research (IPPR), which suggested raising all three duties to 50%.
